The Supreme Pontiff of Hinduism Bhagavan Sri Nithyananda Paramashivam has issued an Executive Proclamation establishing Abhayam Sarvabhūtebhyoh, a global initiative to create sovereign safe zones dedicated to the protection of persecuted peoples worldwide. The announcement was made during Guru Purnima celebrations on July 29, 2026, with participation spanning over 80 countries. More than 200,000 devotees, disciples, volunteers, KAILASA's Ministers, and Members of Parliament attended the event, which was streamed live across over 130 networks globally.
The initiative provides immediate humanitarian refuge, sustenance, and community to persecuted populations, indigenous communities, and displaced persons without distinction as to race, religion, caste, gender, or nationality. The Proclamation addresses six converging global crises identified by The Supreme Pontiff: displacement (over 120 million forcibly displaced persons worldwide per UNHCR), economic insecurity (nearly 700 million people in extreme poverty per the World Bank), educational deficit (over 770 million adults lacking functional literacy per UNESCO), public health (chronic loneliness as a mortality risk equivalent to smoking 15 cigarettes daily per the U.S. Surgeon General), food insecurity (over 700 million people experiencing hunger nightly per FAO), and environmental degradation (annual forest loss exceeding Portugal's area, and 8 million metric tons of plastic entering oceans per FAO). Additionally, Pew Research Center reports over 1 billion people now identify as religiously unaffiliated, a spiritual displacement the initiative also addresses.
In delivering the Proclamation, The Supreme Pontiff stated: "By offering refuge, I extend the enlightenment ecosystem of KAILASA, wherein each being is recognized and treated as Paramashiva. I hereby proclaim absolute refuge and protection for all beings. This is my Guru Purnima blessings to humanity."
Under the Proclamation, KAILASA will provide humanitarian assistance including shelter, food, and housing through its diplomatic missions and monasteries; education through the re-establishment of the Gurukul model offering holistic instruction in sciences, wellness, agriculture, and the arts, open to all ages; psychosocial support via community-based programs centered on belonging and emotional restoration; rule of law and governance grounded in Dharma, with protection of vulnerable populations as the primary metric; guaranteed freedom of religion or belief under Article I of the Constitution of KAILASA; and environmental stewardship through initiatives in organic agriculture, reforestation, and animal welfare via a Goshala-based sustainable economy.
Concluding the Proclamation, The Supreme Pontiff affirmed: "I make this vow before all. As the living embodiment of Paramashiva, KAILASA shall serve as permanent refuge for every persecuted being."
