Most buyers start their Florida Keys home search online, but according to Sandy Tuttle, founder/owner of Island Welcome Real Estate, knowing "somewhere in the Keys" is not a useful starting point. With 22 years in the market, Tuttle emphasizes that the four main submarkets—Lower Keys, Marathon, Upper Keys, and Key West—are genuinely different, each with unique personalities, rules, and trade-offs.

For investment-minded buyers, Marathon stands out as the only community in the Florida Keys that issues weekly vacation rental licenses to any home without a cap. "If someone is investment-minded and wants a better income return, we are absolutely going to suggest we explore Marathon," Tuttle said. The trade-off is a higher volume of weekend visitors and a more active environment, which may not suit all buyers.

The Lower Keys, spanning from Big Pine Key to Key West's edge, offer an older, more laid-back Keys character. Monroe County's 30-day minimum rental term means less turnover, and the neighborhood feels more residential. "In the Lower Keys, you almost do not know which houses are rentals," Tuttle noted. Improved accessibility via Key West International Airport, with direct flights from major cities, adds appeal.

The Upper Keys, anchored by Key Largo, function as an extension of the Miami market, attracting day-trippers and weekend visitors. Proximity to Miami and Fort Lauderdale airports is a draw for those seeking quick getaways, but density and traffic are higher. Key West offers a vibrant mix of culture, nightlife, and walkability, but short-term rental licenses are limited and rarely available, commanding premium prices.

Tuttle guides buyers through a consistent set of questions: daily lifestyle preferences, boating needs, rental income goals, and long-term plans. "It is not one size fits all," she said. "Things vary quite a bit, and we have to focus on a case-by-case basis to really identify properties." Exploring the different communities across the Florida Keys is a useful first step before consulting a local expert.
