Thorium Atomics Inc. announced today that it has commenced pre-application regulatory engagement with the U.S. Nuclear Regulatory Commission (NRC) for its Tesseract TGR advanced reactor. The company submitted a notice of intent letter on June 23, 2026, and the NRC responded by assigning Project No. 99902174 and a project manager to coordinate pre-application activities. This administrative step provides a formal tracking mechanism for future interactions but does not constitute an application or approval of the design.
The engagement will proceed under 10 CFR Part 53, the NRC's new risk-informed, performance-based, and technology-inclusive licensing framework, which became available on April 29, 2026. Thorium Atomics plans to submit a Regulatory Engagement Plan outlining its technology, licensing strategy, and sequence of pre-application submissions. Dr. Jack Vecchiarelli, Chief Scientific and Regulatory Officer, emphasized that early engagement helps ensure regulatory expectations are understood and integrated into the design, thereby de-risking the licensing pathway. Young Hwang, CEO, noted that this milestone aligns with their application to Idaho National Laboratory's Nuclear Energy Launch Pad program and their proposed independent reactor-physics verification at a U.S. national laboratory.
The Tesseract TGR is a pebble-bed high-temperature gas-cooled reactor using helium coolant and TRISO fuel, designed for 250 MWth output and approximately 100 MWe of electricity or industrial process heat up to 750°C. It uses uranium enriched below 10% U-235 as a driver and a thorium-bearing blanket to breed uranium-233, potentially reducing mined uranium requirements by about half per unit of energy compared to Generation II light-water reactors, though this estimate is subject to further validation.
This development is important because it marks the first public step toward licensing an advanced reactor under the NRC's new Part 53 rules, which are designed to accommodate innovative designs beyond traditional light-water reactors. The successful navigation of this process could set a precedent for other advanced reactor developers, potentially accelerating the deployment of safer and more efficient nuclear technologies. The company's parallel engagement with the Canadian Nuclear Safety Commission further underscores its commitment to regulatory rigor and its strategic positioning in the evolving nuclear landscape.
